Chapter 3 - THE GUARDIAN FILE
Army records contained no guardianship document.
Michael’s private attorney did.
The file named me emergency guardian for Lily and Owen if both biological parents died or disappeared.
I had never agreed.
My signature appeared anyway.
Real handwriting.
Wrong document.
Someone copied it from an operational briefing.
Vanessa insisted Michael never mentioned me.
She also admitted he kept a locked military case beneath their bed.
The case disappeared after his reported death.
Airport security found it inside her checked luggage.
She claimed she did not pack it.
Inside were transfer maps, children’s medical records, and a list of military families.
Each file contained two sets of photographs.
Original children.
Replacement children.
The program was called Safe Harbor.
Publicly, it relocated families endangered by classified work.
Privately, it created substitute identities and moved children without full parental consent.
Michael investigated it.
So had I, unknowingly, during my last command assignment.
Major Hayes found his own name on the list.
He had a daughter he believed died at birth.
The file listed her as alive under another family.
The case stopped being only about Lily and Owen.
Then the real twins’ blood tests showed a tracking compound used by military intelligence.
They had been monitored for years.
The replacement twins carried the same compound.
Someone wanted either pair to appear identical under airport scanners.
Then Vanessa received a call.
Michael’s voice told her to take the children and board immediately.
She began crying.
She said the call convinced her the dead man was alive and angry.
But the voice had been generated from old recordings.
Someone manipulated grief to control her.
Then airport police found the real caller.
General Harrison Brooks.
Four-star officer.
