Chapter 14 - ORTIZ’S ROLE
Ortiz denied planning the attack.
She admitted knowing more than she told me.
Months earlier, a confidential informant inside the Miller network warned that Jason would escalate during my pregnancy.
Ortiz lacked enough evidence for a warrant.
Her supervisors rejected protective intervention.
She helped place the recorder so the next attack would create undeniable evidence.
She believed surveillance would allow a rapid rescue.
But she knew violence was likely.
“You used me as bait,” I said.
“I tried to protect you.”
“Without telling me the full risk.”
Her face tightened.
“Yes.”
The difference between her and Margaret was enormous.
But the failure remained.
Protection without informed choice could still become control.
Ortiz accepted suspension during an independent investigation.
She gave prosecutors every message, decision, and supervisor order.
The inquiry found she had not caused the abuse or delayed rescue deliberately.
But she violated procedure and denied me information needed for consent.
She lost her position on the case.
She apologized without asking me to absolve her.
I did not.
Rebecca Sloan took over communication with federal investigators.
The informant who predicted Jason’s attack was still unknown.
The decrypted audio included a third voice.
Male.
Calm.
“Make sure Tyler films the basement.”
Someone inside Jason’s circle had encouraged the recording and timed the exposure.
Tyler claimed Margaret told him to film.
Margaret denied it.
Jason said the idea came from Chris.
Chris said Ryan Carter suggested it.
Ryan was not part of this family.
At least, not publicly.
Records showed Ryan Carter had financed the contractor that made the recorder.
He had also appeared in earlier abuse cases under different names.
The Carter and Miller networks were connected.
Ryan had orchestrated Margaret’s downfall to eliminate a rival operation.
My rescue exposed one family while strengthening another.
Then Hope’s newborn screening returned an anomaly.
A genetic marker linked to the Carter program.
The donor used in my pregnancy was Ryan Carter.
