Chapter 12 - GRANDMOTHER CARTER

Margaret Carter founded the legal side of the protocol.
William designed treatment.
She designed continuity.
When public investigation threatened the family, she staged her death and operated through trusts, judges, and physicians.
Michael believed his mother dead.
Vale knew the truth.
Thomas suspected.
Margaret contacted the court voluntarily after her location was exposed.
She claimed every child survived because of her structure.
The prosecutor asked about TERMINATE IF NONRESPONDER.
She said the word referred to protocol participation, not life.
Internal messages contradicted her.
Nonresponders were transferred to unregulated facilities and erased from family records.
Some survived.
Some did not.
Margaret’s arrest led to international files.
The Carter protocol had been sold to other wealthy families as a method for producing medically useful heirs.
Children became biological and legal assets.
The police-station incident became evidence in a global trafficking case.
Then Margaret requested to meet Emma.
Denied.
She requested Olivia.
Denied.
She requested all children through video.
Denied pending evaluation.
Blood relation did not create access.
She sent a letter anyway.
Emma refused to open it.
Olivia asked the advocate to read hers.
It said:
You were always the strongest.
Olivia tore it in half.
“I was sick.”
The family had labeled suffering as strength whenever it served them.
Then Sarah Mitchell entered therapy with Lily.
She admitted knowing Emma and Olivia were used in medical studies but not understanding the doses.
She still stayed.
Lily asked why.
Sarah said, “I was afraid they would take you.”
Lily answered, “They did.”
Another simple truth.
Then a whistleblower from Margaret’s offshore office delivered a current project list.
Most protocols were frozen.
One remained active.
PROJECT MIRROR DESK.
Goal: reproduce the exact police-station event using trained children and a replacement Officer Reed.
Why recreate it?
To release conflicting footage claiming Emma’s story was staged.
If enough versions existed, the original evidence could be attacked.
The network no longer tried only to hide crimes.
It manufactured doubt.
A replica police-station lobby was found in a warehouse.
Same desk.
Same glass doors.
Same rain machines.
Two child actors in gray hoodies.
A man surgically altered to resemble Daniel Reed.
The original event had become a script.
But one thing could not be copied.
The blue residue in Emma’s hidden cap.
Physical evidence preserved before the network anticipated it.
The smallest object remained stronger than the largest performance.
Then the original cap disappeared from federal storage.
Security footage showed Rebecca Sloan taking it.
Rebecca was in court at the time.

Her identical twin sister, Rachel Sloan, worked inside federal evidence management.
Another family of doubles.
