Chapter 7 - THE CLOSED LOOP

Dr. Jenkins reconstructed the program.

Emma carried the regenerative marker.

Olivia was being modified to match Emma.

Lily received Emma’s harvested cells to treat a congenital condition.

The girls formed a closed biological system.

One source.

One engineered backup.

One recipient.

Michael and Vale called it family medicine.

No consent.

No independent oversight.

No exit.

Lily’s condition was real.

Standard treatment existed but cost more and worked slower.

Vale chose the children because control was easier.

The court transferred Lily’s medical care to an independent team.

She improved without Emma’s cells.

The program’s necessity defense weakened.

Then federal agents searched Carter Behavioral Residence again.

A hidden basement contained adult subjects.

Fathers, mothers, and siblings used in earlier trials.

One man identified himself as Thomas Carter.

Michael’s older brother.

Officially dead for thirty years.

Thomas said Michael was not the program’s founder.

Their father, William Carter, began it after Thomas developed leukemia as a child.

Thomas survived through illegal family tissue collection.

He grew up believing relatives existed to preserve him.

Michael inherited that belief.

William had died—or disappeared—years earlier.

Dr. Vale expanded the system from treatment to research.

Thomas claimed he tried to stop them.

Records showed he accepted years of procedures on unwilling relatives.

Late resistance did not erase benefit.

Then Thomas revealed another secret.

Emma’s biological mother, Caroline, had twins.

Emma and another girl.

The second baby was declared dead.

She was alive inside a private adoption.

Name: Rose Reed.

Officer Daniel Reed had adopted Rose two years earlier after a closed-family placement.

He had no idea she was connected to the Carter case.

Or claimed not to.

Internal Affairs found the adoption approved by David Reed using Daniel’s identity.

Daniel’s family had been pulled into the experiment too.

Rose was another potential responder.

Officer Reed removed himself from direct investigative authority and disclosed everything.

He did not hide behind surprise.

Rose entered independent review but remained in the home she knew while safety was assessed.

Emma learned she had a full twin.

She did not demand reunion.

She asked whether Rose knew she existed.

No.

That truth required time.

Then David Reed surrendered.

He said Vale planned to dose Rose next because Emma’s public exposure made her inaccessible.

David had stolen the syringe to prevent forensic tracing to Rose’s prescription file.

He claimed protection.

But he had left Olivia’s evidence vulnerable and helped the program for years.

He offered the original pharmacy ledger.

Every subject.

Every dose.

Every target.

The final current entry read:

SUBJECT D — ROSE REED.

DOSE ONE SCHEDULED TONIGHT.
