The heavy rain pounded relentlessly against rusted window frames.
Cold autumn wind howled down the dim apartment hallway.
I knelt outside Apartment 4B on the filthy floor.
The weathered wooden door slowly creaked open into hallway.
Seven-year-old Lily stood barefoot on the cold tile floor.
She was wrapped tightly in a worn gray blanket.
Her messy blonde hair hung loosely over her forehead.
Her hazel eyes were wide with pure, paralyzing fear.
She held a wrinkled prescription paper in her hand.
Behind her, two-year-old Leo sobbed loudly on floor.
His small cheeks were flushed red with high fever.
His tiny chest heaved with heavy, raspy baby breaths.
"Hi, Lily," I whispered, keeping my voice gentle.
"I am Officer Rachel Brooks, here to help you."
Lily clutched the paper tighter against her pink pajamas.
"Mom said she would come back soon," Lily wept.
"She went to buy medicine for my baby brother."
I stepped inside the dark, ice-cold living room area.
I immediately knelt beside little Leo on the floor.
I gently placed my palm against his sweaty forehead.
His skin felt like a burning hot furnace surface.
I decisively lifted his limp body into my arms.
His small head rested weakly against my bulletproof vest.
I pressed my shoulder radio button with my thumb.
"Dispatch, I need an emergency ambulance at Sector Four!"
"Two neglected minors, one infant with severe respiratory fever!"
"Send medical units to Apartment 4B right now!"
Outside in hallway, curious neighbors began gathering very fast.
Gawking onlookers held up their mobile phones to record.
Their smartphone cameras flashed continuously in the dim hallway.
I firmly guided trembling Lily out of the apartment.
I used my broad body frame to shield her.
"Put those phones away right now!" I barked loudly.
Red emergency lights flashed wildly through the heavy rain.
The ambulance arrived, its sirens wailing down the street.
Raindrops splashed cold against my face on the pavement.
Neighbors whispered among themselves while filming our every move.
I carried Leo straight into the warm ambulance rear.
Lily climbed inside beside me, shivering from the cold.
I wrapped a dry wool blanket around her shoulders.
"Who was your mother afraid of, sweet Lily?"
Lily slowly turned her eyes toward the dark stairwell.
Her pale lips trembled, but no words came out.
Her terrifying expression told me someone was watching us.
I looked down at the wrinkled prescription paper again.
The doctor's signature at the bottom caught my eye.
The signature belonged to corrupt Police Chief Arthur Harrison.
My blood ran cold as realization struck my heart.
Their mother had not just gone for baby medicine.
She was running for her life from local police.
The people hunting her were my own department colleagues.
I locked the ambulance doors, gripping my service pistol.
