Chapter 22 - Building Three

State police entered Blackwell Industrial Park from three directions.

A fourth team covered the tunnel exit Meredith identified near an abandoned rail line.

Inside Building Three, Graham Pike held Otis in the upstairs office.

Three armed security guards watched the stairwell.

Police used no sirens.

No public announcement.

They cut the building’s external power.

Emergency lights activated.

One guard moved toward the loading bay.

Officers arrested him without gunfire.

The second guard attempted to flee through the tunnel.

The exterior team stopped him.

Graham realized the route had been compromised.

He dragged Otis toward a rear window.

Otis collapsed.

Graham raised his weapon.

A state trooper fired once.

The shot struck Graham’s shoulder.

He dropped the gun.

No one else was injured.

Otis was transported under armed guard to the same hospital where Lily lay.

His burns were infected.

Two fingers were broken.

He had lost hearing in one ear.

But he was alive.

Caleb saw him through the intensive-care glass.

The man who had helped Warren destroy lives looked frail.

Human.

Not the monster Caleb imagined.

Otis asked to see him.

Caleb entered alone.

“You saved my daughter.”

Otis stared at the ceiling.

“I helped create the man who hurt her.”

“You carried her out.”

“After years of carrying out his orders.”

Caleb did not offer forgiveness.

Otis did not ask.

Instead, he gave Caleb the location of a storage container buried beneath an old Blackwell quarry.

Inside were records documenting twenty years of crimes.

Bribes.

Threats.

Illegal dumping.

Election payments.

Insurance fraud.

Three suspicious deaths.

And photographs of Warren using the bracelet to intimidate Lily.

Otis had secretly recorded Warren during several visits.

One image showed Warren holding the heated bracelet inches from Lily’s wrist.

Another showed Meredith trying to pull him away.

The evidence did not erase Meredith’s failures.

But it proved she had resisted more than Warren claimed.

Otis looked at Caleb.

“She kept asking me to help her leave.”

“Why didn’t you?”

“Because I was a coward.”

Caleb stared at him.

“So was she.”

Otis nodded.

“So was everyone around Warren.”
