Chapter 28 - Otis Frame Testifies

Otis entered the courtroom using a cane.

Burn scars covered his hands and neck.

He looked toward Warren once.

Then never again.

He described twenty-three years of service.

Threatening contractors.

Bribing officers.

Hiding financial crimes.

Moving bodies.

Destroying records.

He named victims.

Dates.

Locations.

Then he explained the hidden room.

He began keeping copies of Warren’s orders after realizing Warren planned to make him disappear.

Lily found him by hearing his cough beneath the furnace.

She brought him water through the ventilation opening.

A seven-year-old child showed more mercy than any adult in Warren’s organization.

Otis gave her the emergency number.

Warren discovered it.

The burns began.

The prosecutor asked why Otis did not escape earlier.

“I was chained.”

“Why did you return during the fire?”

Otis looked toward Caleb.

“Because Lily was still inside.”

“You could have escaped.”

“Yes.”

“Why go back?”

Otis’s voice broke.

“Because I had spent my life leaving other people behind.”

The prosecutor played the recovered body-camera footage.

Otis carrying Lily from the flames.

His coat burning.

His hands shielding her bandaged head.

Warren’s men dragging him away.

The defense attacked him.

“You are a murderer.”

“I helped murder people.”

“You expect leniency.”

“I expect prison.”

“You blame Mr. Blackwell to save yourself.”

Otis turned toward Warren.

“No.”

His voice became steady.

“I blame Warren because I spent twenty-three years pretending his orders were stronger than my choices.”

He looked back at the jury.

“They weren’t.”

Otis had committed terrible crimes.

But his testimony carried the weight of someone no longer asking to be seen as innocent.

He gave the jury truth without demanding redemption.

👉 Otis confessed to helping Warren destroy lives—but the most devastating witness had not yet entered the courtroom.
